The Decree introduces significant changes:
- it extends the insurance obligation to all vehicles, including those stationary or parked, regardless of their location (whether in public or private areas). Insurance is thus mandatory even if the vehicle is not in motion and wherever it may be.
- it eliminates the insurance obligation for vehicles formally withdrawn from circulation (e.g., deregistered, demolished, or exported), for vehicles whose use is prohibited by authorities (e.g., administrative detention, confiscation, and seizure), as well as for vehicles not fit for use (e.g., without an engine or reduced to scrap);
- it allows for the suspension of RCA insurance for up to ten months a year, but this option does not apply to BeRebel, which only offers temporary policies typically for one month.
